In the Autonomous Region of Madeira (RAM), the reference values applicable to public procurement procedures are increased by Regional Legislative Decree No. 34/2008/M, which adapts the Public Contracts Code (CCP) to regional specificities. This adaptation is essential for the daily operation of Madeiran associations and companies, allowing them access to simpler and less expensive procedures.
With the approval of the Madeira Autonomous Region Budget for 2023, significant changes were introduced, not only in the applicable amounts, but also in the requirement for reduced written contracts.
In particular, the values that determine the exemption from reducing the contract to writing have been increased. In 2022, the increase coefficient applied to these contracts was... 1,35; in 2023, this coefficient was increased to 1,45, resulting in the following limits:
- Contracts for goods and services: until €14.500;
- Construction contracts: until €21.750.
These values reflect an effort to simplify and adapt to local needs, promoting greater efficiency and accessibility in contracting procedures. Below we present the maximum reference values, considering the application of the increase coefficient of 1,45 to the base values of the CCP:
