The Association of Municipalities of the Autonomous Region of Madeira (AMRAM), in partnership with the Madeira Regional Section of the Order of Technical Engineers, held a training session last Tuesday dedicated to Law No. 3/2026, which regulates professional qualifications in the exercise of municipal activity.
The session was led by João Paulo Marques, and brought together municipal technicians, middle managers, and local government officials from Madeira at the AMRAM facilities. Also present were Jorge Carvalho, president of AMRAM, and Débora Santos, president of the Madeira Regional Section of the Order of Technical Engineers.
The work focused on the main changes introduced by the new law and their impact on municipal activity: the requirement for higher technical qualifications of human resources, the increased registration with professional bodies, and the possibility of resorting to external entities when necessary. The process of adapting to the new legal framework was also addressed, within the broader context of professional development and increased legal certainty in the provision of public services.
This initiative reinforces the role of specialized training as an essential tool for modernizing and improving the quality of local government in the Region.
